Ending the Fragmentation of Labour Legislation and Application of the Law on Social Cards

The NCEU Working Group, which monitors Chapter 2 - Freedom of Movement for Workers and Chapter 19 - Social Policy and Employment

The NCEU Working Group, which monitors Chapter 2 - Freedom of Movement for Workers and Chapter 19 - Social Policy and Employment, came to the following conclusions at its regular session held 30 November 2022:

  • The Working Group is asking the Government of the Republic of Serbia and the National Assembly of the Republic of Serbia to end the fragmentation of labour legislation and for the Government to immediately begin working on drafting a new Employment Act.
  • It is necessary to stop with the enforcement of the Law on Social Cards due to the poor results achieved at the very start of its application. Many socially vulnerable citizens were denied their right to financial social assistance and what’s worse, this Law has resulted in the dehumanisation of social protection.
  • It is necessary for the Government to pass bylaws lacking for the proper enforcement of the Law on Gender Equality and the Law on Social Entrepreneurship and to do so without delay.
  • The Working Group is asking the Government and the National Assembly to promptly pass the Law on Occupational Health and Safety, which has been anticipated for years now.
  • They are also requesting increased participation of CSO representatives in the working groups formed to prepare strategies, plans and draft laws.

The NCEU publishes the annual Book of Recommendations of the National Convention on the European Union.
