Analiza stručnih i političkih predloga za ustavnu reformu
U javnosti predstavljeni predlozi 2006-2016.
Pitanje “Da li Ustav treba menjati?” koje je stručna i demokratska javnost postavila gotovo odmah po usvajanju aktuelnog Ustava danas se više ne postavlja. „Ustav bi trebalo da bude promenjen” je konstatacija u vezi sa kojom danas više nema mnogo sporenja ni u stručnoj ni u političkoj javnosti. Saglasnost postoji u stručnoj javnosti, a dobrim delom i u političkim krugovima, i o tome da je aktuelni Ustav, iako usvojen u skladu sa formalno pravno utvrđenim pravilima, donet bez stručne i političke rasprave, bez uključivanja civilnog društva i građana, te da pri donošenju novog Ustava ili izmeni postojećeg, mora biti osigurano više demokratske procedure i javne rasprave.
