Without the Full Engagement of the EU and International Partners, There Can Be No Genuine Reforms
National Convention on the European Union (NCEU)
The National Convention on the European Union (NCEU) presented the NCEU Book of Recommendations for 2025 to H.E. Andreas von Beckerath, Ambassador of the European Union to Serbia, while, on behalf of the European Commission, the Annual Report on Serbia’s Progress was presented to the NCEU. This symbolic exchange of documents reaffirms the continued recognition of the role of the NCEU and civil society in Serbia’s European integration process.
This year’s edition of the Book of Recommendations was prepared at a time when, despite new support instruments and clear signals from Brussels, Serbia’s progress has significantly slowed down. Analyses of the National Convention and the conclusions of the European Commission both point to deep institutional weaknesses, a lack of political will, and the absence of trust among key actors in the country.
NCEU representatives highlighted that it is no longer possible to speak of genuine reforms or institutional progress in Serbia without the full and direct engagement of the European Union, the OSCE, and other international organizations. Domestic dialogue has collapsed, and trust between state institutions, civil society, and citizens is almost entirely eroded.
“Serbia’s European perspective can become real again only if the European Union, together with its partners, assumes a more proactive role in ensuring the inclusiveness, transparency, and accountability of reform processes”, stated Bojana Selaković, Coordinator of the National Convention on the European Union. She added that, at this critical geopolitical moment, all actors in society must be aware of their shared responsibility for Serbia’s European perspective and those who oppose it must clearly explain to citizens the full consequences of such a stance.
The exchange of annual documents between the National Convention on the EU and the Delegation of the EU in Serbia symbolizes a shared commitment to Serbia’s European path and a common interest in ensuring that the accession process is grounded in inclusiveness and broad societal consensus.
